I guess that depends on how much you want to pay for water.  Where we live water is expensive so we try to use as little of it as possible.  In summer and warm weather times, I turn off the shower as I scrub my hair and lather up as you say.  In winter, I make the financial sacrifice to keep that warm water running over me.

 Is it ok to leave water running while soaping the body during a shower?
