Use a zinc based primer to cover water/softner stains.
Regular primer will not cover bleed through stains.

I utilized hot water and fabric softener to remove a border of wall paper.  I cleaned the walls with a scrungie and sponge with hot water.  When I retured the next day I had long drips going down my walls.  I thought the paint would cover it but it didn't.  I tried a small area using primer and they still show.  Any ideas on how to remove these drips?
