I've gotten makeup on light colored chinos before and I rub it with the detergent I use sunshine concentrate

and it comes out in the wash.

I've used that stuff on many stains and am amazed at what it can take out if you rub it in and let it sit awhile.  It's all we've used for detergent for 15 years.
