reusing old wallpaper

 In rental apartment two of the walls in a bathroom was papered.  The bottom part of the wallpaper had become unglued.  I removed the lower half of the paper successfully ,leaving the top.  The fixtures are old but in good shape and are turquoise.  The wallpaper that was used on two of the walls is turquoise with swirl of white.  I am wanting to cut the wallpaper that I took off in half and reuse on the upper half of the two walls that have never been wallpapered, just painted.  Our funds are very limited.  What c an I use to get the used wallpaper to stick?and I am trying to freshen up the of the wall
