    Yes, mothballs are toxic and you should not put them out like that. I saw a recommendation though of taking a jar like a plastic peanut butter jar and putting holes in in and then placing the mothballs inside. The smell gets out, the mothballs can’t be eaten and all is safe. To be honest though, I don’t know how much chance there is of a animal eating something that you are actively using as a repellent…maybe a Labrador…
