I am not sure exactly what railroad oil is, but I have read a number of articles about removing grease or motor oil off of clothing/fabric. 1:) One suggestion is to cover the stain(s) well with cornstarch and let the starch sit long enough to absorb the oil then vacuum the area well. Repeat if needed. If you don’t have a vacuum you might try brushing it off with a soft dry brush or old dry toothbrush.
2:) The second suggestion is to spray WD40 directly onto the stains, let it sit and allow the WD40 to soak in and loosen the oil, then wash in warm water and a little mild, laundry detergent. This might work if you have or could borrow a small electric carpet shampooer with which to shampoo the car seat using warm water and mild detergent. Many car wash places have these as well.
3:) There is also a product called Afta Cleaner/Degreaser cleaning fluid works great on gum and also helps remove tar.
I would carefully test these remedies in an inconspicuous area if possible, before using any of them. Best of Luck.
